A number of new regulations have been added for the IPL 2023 season.
IPL teams will be able to make tactical substitutions for the first time, with a "Impact Player" filling in to bat or bowl as required. As a result, teams will have the option to replace players at any point in the match.
Any Indian player may serve as an impact player, but an international player may only do so if the squad hasn't used up all of its starting XI slots. IPL teams typically have a limit of four foreign players in their opening lineup.
The toss regulations have been altered for this reason. Depending on whether they are batting first or bowling first, captains can now affirm a starting lineup after the toss rather than before. Not everyone believes it to be the finest course of action.
Some believe that the change would almost completely eliminate the need for all-rounders. It is also claimed that "this rule almost negates the role of allrounders." "I don't think we will see many teams this season who actually use allrounders that might bat at No. 7 and bowl an over or two, unless they are truly world class, and are getting chosen either as batsmen or bowlers, not sort of bits and pieces people. Considering that you don't.
Another significant adjustment is the addition of a time penalty to regulate rates. If the fielding team doesn't complete its overs in the allotted time, like in international T20 and one-day cricket, the number of fielders outside the 30-yard circle will be decreased.
